In 2006, sweeping changes in regulations for stormwater management were implemented by the Metropolitan St. Louis Sewer District (MSD) in St. Louis City as well as 59 municipalities within St. Louis County. These EPA-mandated regulatory changes, in St. Louis and across the country, prompted one of the most dramatic shifts in civil engineering design in decades.
Stormwater infrastructure and its ongoing operating and maintenance costs are now one of the largest line items in a site development budget as regulatory requirements, environmental concerns, and the need for long-term functionality drive the demand for sustainable stormwater management solutions.
Well ahead of others in recognizing the impact of those regulatory changes, Steve Polk took the lead in 2008. He understood the significant and potential costly consequences for anyone managing stormwater systems within MSD’s jurisdiction. What began as an idea soon became Stormwater STL LLC, the first local company solely focused on inspecting post-construction stormwater Best Management Practices (BMPs).
Just as he did 18 years ago, Steve believes that thoroughly evaluating and managing compliance costs is imperative for property owners and managers. Stormwater STL is committed to helping our customers understand that stormwater facilities are critical infrastructure assets that require the same attention given to any costly and complex system they operate. A commitment to consistent inspections and specialty care is essential to ensure functionality, compliance with regulations, and longevity.
