History and Experience

In 2006, sweeping changes in regulations for stormwater management were implemented by the Metropolitan St. Louis Sewer District (MSD) in St. Louis City as well as 59 municipalities within St. Louis County. These EPA-mandated regulatory changes, in St. Louis and across the country, prompted one of the most dramatic shifts in civil engineering design in decades.

Stormwater infrastructure and its ongoing operating and maintenance costs are now one of the largest line items in a site development budget as regulatory requirements, environmental concerns, and the need for long-term functionality drive the demand for sustainable stormwater management solutions.

Well ahead of others in recognizing the impact of those regulatory changes, Steve Polk took the lead in 2008. He understood the significant and potential costly consequences for anyone managing stormwater systems within MSD’s jurisdiction. What began as an idea soon became Stormwater STL LLC, the first local company solely focused on inspecting post-construction stormwater Best Management Practices (BMPs).

Just as he did 18 years ago, Steve believes that thoroughly evaluating and managing compliance costs is imperative for property owners and managers. Stormwater STL is committed to helping our customers understand that stormwater facilities are critical infrastructure assets that require the same attention given to any costly and complex system they operate. A commitment to consistent inspections and specialty care is essential to ensure functionality, compliance with regulations, and longevity.

Mike Corkery
Steven W. Polk, PE, MBA

Founder & Managing Principal

Steve Polk is a nationally recognized stormwater expert and the driving force behind Stormwater STL. With over 35 years of civil engineering design experience in the St. Louis region, Steve brings unmatched technical insight and leadership to our work. Since founding Stormwater STL in 2008, he has guided the company’s vision, shaped its strategic direction, and built a team rooted in deep technical expertise and industry leadership.

As Managing Principal, Steve oversees compliance, operations, and financial management while fostering a culture of continuous learning. He is a sought-after speaker at national and local conferences including IECA, ASCE, IFMA, and the Shaw Series.

Steve holds a B.S. in Engineering from the University of Missouri and an MBA from the University of Missouri–Kansas City. He was recently honored as a member of the Civil Engineering Academy of Distinguished Alumni (CEADA) at MU.

Rubien Mrazda
Marianne Pott

Lead Inspector

Since joining Stormwater STL in 2015, Marianne has led the charge in BMP inspections, overseeing more than 4,000 inspections throughout the region. Her detailed understanding of post-construction stormwater systems allows her to catch potential issues that others miss—making her a key partner in compliance and maintenance for our clients.

Before Stormwater STL, Marianne contributed to wetland research, water quality monitoring, and GIS mapping projects across the U.S., from the Sierra Nevada to the Atchafalaya Basin.

She is a St. Louis County-certified Special Inspector for Stormwater Pollution Prevention and was named Young Stormwater Professional of the Year by Stormwater Solutions Magazine in 2022. Marianne earned her B.S. in Environmental Science from Valparaiso University.

Shyann Volkman
Brittany Kelly

Staff Horticulturist & Project Manager

Brittany joined Stormwater STL in 2020 and has since led the expansion of our native plant stewardship program, now managing over 70 biodetention basins. With expertise in both horticulture and stormwater management, she serves as an on-site crew manager, inspection lead, and project manager across a wide range of maintenance and refurbishment projects.

Brittany leads our permeable pavement maintenance program, adding another layer of technical depth to her role. Her knowledge of native and invasive species, soil testing, and post-construction BMP care is central to many of our most successful projects.

Brittany holds an AAS in Horticulture from STLCC Meramec and is currently pursuing her bachelor’s degree at Missouri State University.

Lizzie Williams
Kathy Heffern

Staff Horticulturist

Kathy joined the team in 2024, bringing fresh energy and precision to the native plant stewardship program at over 30 sites. Her previous experience as a lead software engineer sharpened her eye for detail and systems thinking—skills she now applies to invasive species control, stormwater system inspections, and hands-on site management.

As an on-site crew leader, Kathy helps coordinate and document service visits while nurturing healthy native plant communities.

Kathy holds degrees in Social Work from NYU and Hunter College. She is currently completing a Certificate of Proficiency in Horticulture at STLCC, graduating in May 2025.
